On behalf of the International Conference on Computing, Networking and Communications (ICNC 2023) Executive Committee, we are pleased to welcome you to ICNC 2023-Honolulu. It has been a real honor and privilege to serve as the General Co-chairs of this conference. It has been rather challenging for the past three years due to global pandemic, lockdowns and travel restrictions. The outbreak happened right after the ICNC’20 conference. Things have been much changed since then, and we are really happy to see that we are on the way back to our normal lives.

Continuing the successful trend since ICNC 2018-2020, ICNC 2023 has brought together a tremendous and rich diversity of authors and speakers from academia, government, and industry around the globe to share ideas and new perspectives on a wide range of computing, communications, and networking research. The popularity of ICNC as a major forum for computing, communications, and networking research is now well established.

This year's conference program consists of technical sessions that include contributed papers, invited papers, workshops, and tutorials. ICNC 2023 features three keynote lectures by world leaders. Everyday, the conference program starts with the keynote lecture. The three keynote lectures are

• "Going Off the Deep End with Deep Learning", by Richard G. Baraniuk (NAE/NAAS, IEEE/NAI/AAAS Fellow), C. Sidney Burrus Professor, Rice University, USA.
• "Federated Learning in V2X Networks", by H. Vincent Poor (NAS/NAE, IEEE/AAAS Fellow), Michael Henry Strater University Professor, Princeton University, USA.
• "Stochastic Cumulative DNN Inference for Intelligent IoT Applications", by Weihua Zhuang (IEEE/RSC/CAE Fellow), University Professor, University of Waterloo, Canada.

The conference also features four plenary lectures by world distinguished researchers. They are

• "A concept of user-centric ultra-dense distributed MIMO towards realizing Beyond 5G systems", by Fumiyuki Adachi (IEEE Life Fellow, IEICE Fellow), Specially Appointed Research Fellow, Professor Emeritus, Tohoku University, Japan.
• "Learning for Resilient Virtualized Edge Computing", by Falko Dressler (IEEE Fellow), Professor, TU Berlin, Germany.
• "From Edge Video Analytics to Federated Learning", by Ling Liu (IEEE Fellow), Professor, Georgia Institute of Technology, USA.
• "OT Cybersecurity Verification and Validation", by Hamid Sharif (IEEE Fellow), Charles Vranek Professor, University of Nebraska-Lincoln, USA.

ICNC 2023 also features three Distinguished Lectures and thirty-two Invited Talks. We are pleased to have the following Distinguished Lecturers:
